I personally have an Asus XG27AQDMG, which goes for about $550 on Amazon. However, the world of OLED is a broad one. I specifically chose this monitor because it's W-OLED (as opposed to QD-OLED) and it's glossy (as opposed to matte). It's really hard to make a decision without seeing them in person, so I went down to my local BestBuy to see the differences. It's all personal preference, so I can't really recommend the "best" OLED panel for you. As for the refresh rate, I don't really see an improvement over 144hz. There's a slight improvement, but you have to look pretty closely. Whether or not you choose OLED, I wouldn't count on 144hz vs 165hz+ making a big difference - I would focus on the other features of the monitor (VESA compatibility, screen size, resolution, etc).
