Get some cheap clear plastic bins. Remove everything from the bathroom. It either goes in the trash or in a bin. It's OK to hang onto things and use them instead of toss them, but do it quickly... you and your sister share those things until they're gone, then don't replace them unless you are completely out of a necessary thing. ETA: if this is too overwhelming, just get EVERYTHING out of the bathroom however you can. In laundry baskets or something. Give bathroom a nice deep clean! Decide how you're going to organize the bins. If you don't use it daily, it doesn't need to be "out". If it does get used daily, there are still aesthetic ways to organize things. Put things away in their new home. Under sink, in drawers, etc. If it has to live on the counter, fine, but it still goes in a bin. The rolling cart should be removed if possible, that is adding to the visual stress.
