So for 1080p 240 fps you actually don't need to spend nearly this much. With your budget, either spend less, or get a better monitor. For $2000 you can get a 9800x3d + 9070xt pre-build:https://www.newegg.com/asus-gaming-desktop-pc-amd-radeon-rx-9070-xt-amd-ryzen-7-9800x3d-32gb-ddr5-1tb-nvme-ssd-gm700tz-ns776-black/p/N82E16883221821 and $220 for a monitor upgrade to 1440p 240hz: https://pcpartpicker.com/product/8bHp99/msi-mag-274qf-x24-270-2560-x-1440-240-hz-monitor-mag-274qf-x24 I have a 9070xt, and yeah in at 1440p in competitive games I average 250-300fps If you'd rather stick to 1080p 240hz that's fine, but I'd opt for a much cheaper build.

Honestly any build you do with that budget will be overkill for that monitor! So spend less, or upgrade the monitor! This is because at 1080p you can't really tell a difference between a $3000 system and a $1500 system because you get diminishing returns. Keeping your current monitor, I'd do this: https://www.newegg.com/asus-gaming-desktop-pc-amd-radeon-rx-9060-xt-amd-ryzen-7-8700f-32gb-ddr5-1tb-nvme-ssd-gm700tz-nb766-black/p/N82E16883221819 For a build suited to the budget do this: https://www.newegg.com/asus-gaming-desktop-pc-amd-radeon-rx-9070-xt-amd-ryzen-7-9800x3d-32gb-ddr5-1tb-nvme-ssd-gm700tz-ns776-black/p/N82E16883221821 And upgrade the monitor to this: https://pcpartpicker.com/product/9GZWGX/asus-rog-strix-oled-xg27aqdmes-265-2560-x-1440-240-hz-monitor-rog-strix-oled-xg27aqdmes It's an OLED, basically the best visual experience you can get for a gaming system, just make sure you read up on how to take care of it!

Something like this 5070 2k build 5070 GPU build Or This slightly more expensive better 9070 build These should give you an idea at least and should run resident evil requiem at 1440 p 60 fps. Nvidia has slightly better features, AMD is slightly more powerful dollar for dollar Edit. To make it clear, AMD was autocorrected in my first post. Nvidia makes the 5070, AMD makes the 9070
