I wouldn't do anything super extreme even though you have the budget for a pretty high end build I would go to microcenter and pick up this bundle: https://www.microcenter.com/product/5007384/amd-ryzen-5-7500x3d,-asrock-b850m-c-am5,-gskill-flare-x5-series-16gb-ddr5-6000,-computer-build-bundle and then build this PC: https://pcpartpicker.com/list/p97L9K which would be good for 1080p or 1440p gaming. for $100 less you could get this pre-build: https://www.newegg.com/asus-gaming-desktop-pc-amd-radeon-rx-9060-xt-amd-ryzen-7-8700f-32gb-ddr5-1tb-nvme-ssd-gm700tz-nb766-black/p/N82E16883221819 but it has a worse CPU. I'd watch some tutorials and guides on building your own and make a decision off of that! you can always upgrade as your needs grow, imo there's no point in dropping almost $2000 on a PC when a PC in the <$1500 range will be more than suited to your needs
Honestly any build you do with that budget will be overkill for that monitor! So spend less, or upgrade the monitor! This is because at 1080p you can't really tell a difference between a $3000 system and a $1500 system because you get diminishing returns.
