I have an oversized* miniature poodle, and he wears a Puppia RiteFit Harness in a medium. I like it because it adjusts both at the neck and at the chest, so it allows for the both the skinny little neck and big barrel chest. My only complaint is that the buckle I fasten/unfasten the most always seems to break faster than I'd like, but for under $25 I'm okay with just keeping a spare around as a backup. * He's supposed to be a small miniature poodle. His parents were 8 and 12 pounds. He's 19 pounds, and the vet says that's a healthy weight for his height and build, so clearly he missed the memo on "small". Edit: here it is on Amazon.
