as long as the collar isn't tight, they should be able to wear it 24/7 for tags with no issue. just attach the leash to something else, like a harness. my dog also has a weird body shape but i have had a lot of luck with something similar to this no pull harness. if your dog can't wear a normal collar at all, you should find the most comfortable harness that they can wear most of the time to put the tags on.
