The risk is low. This is why I did not anchor anything other than a couple of tall cabinets. Until my toddler decided to climb a diaper changing table and tip it over I caught it as soon as it started to tip over. But I decided to anchor all furniture. It's so easy to do and it's a one-time thing. Won't even be an ongoing inconvenience. Even if your child doesn't injure themselves, anchoring furniture is easier than cleaning up after a tipped-over changing table. I used these ones from Amazon: https://a.co/d/03PQEcxH, and they're pretty easy to do if you can drill holes. Amazon also has sticky anchors that don't require any drilling. Won't be as sturdy, but better than nothing.
