As it is for a teen, and most schools are zero-tolerance for blades, I was jumping in to recommend the Leatherman Style PS only to discover it is discontinued - scissors and some tools, but no blade. Victorinox Jetsetter would be my next goto in that realm. Has scissors and a couple of functions, again w/o a blade. For straight-up keychain scissors: Fiskars Travel Folding Scissors - or - one of the cheap (disposable) kind that you don't care if you lose (sample: https://www.amazon.com/Outdoor-Survival-Spring-Scissor-Stainless/dp/B082B16GFQ) A last ditch in that arena would be a Leatherman Micra (or similar) and remove the blade. If having a blade is a non-issue - SOG PowerPint is a great pocketable multitool.
