They're legal on any vessel and inland waters, though no one may be listening on a lake. I carry about a half dozen chem lights in assorted colors in case I get stuck out after dark, and a small air horn in case the whistle isn't enough. Exposure is the leading cause of death on the water. I always carry an emergency blanket and a pocket sized disposable poncho. Duct tape, 550 cord and a box cutter are always handy. My First Aid Kit contains bandaids, Neosporin, a bit of vetwrap, bleed stop, etc. it also contains antiseptic baby wipes and a vial of Dawn Dish Soap and a surgical towel in a double sealed ziplock. Regarding Surgical Towels - these come to the OR in a ten pack, and multiple packs are opened pre surgery.nonce opened, they they are considered non sterile,and can't be used again in an OR, so they get resold. A friend who's a commercial window washer turned me on to them, and they're great rags for any purpose.
