To keep cool in that heat on the cheap, I highly recommend one of the little portable misting systems they sell on Amazon. Battery powered pump, just drop the suction end of the hose into a bottle of water and attach the nozzles to the guard of a household fan. When turned on, the combo of the mist and the fan moving the air will drop the temp quite significantly - at least 10-15 degrees F. I use this exact setup to keep my dogs comfortable when camping in extremely hot areas - kept them comfortable in 115 degree F heat a couple of summers ago. Here is one example, but there are quite a few similar ones.
