They are electric and use suction to grab the diamond so you can place it. There's a ton of different ones. Artdot has a good one. I've tried probably a half dozen different ones and they each have pros and cons (vibration /noise/size angle of the tip, size of the tip are all factors). Of all of mine the one I tend to gravitate towards is this one
I have a half dozen. I really want to doa video comparing them. Each had pros and cons. The one i tend to reach for most and be sad if it's not charged is this one. Pros: good pickup; thin, angled top, reasonably quiet Cons: I wish it was a bit thicker, it could be quieter. I have pens that are quieter

I have the Artdot one, but I've found o prefer ones witha linger thin tip. this one is a bit loud but otherwise it's really great. I also have the one you pictured here and it's great also. The variety of tips is nice and it's larger /thicker overall do a but easier to hold without hand cramping.
