I lived in Shorewood, just north of Milwaukee and crushed small mouths in Estabrook Park. I would wade out and run muddler minnow streamers on a 5 weight fly rod. I bet an ultralight or small spinning rig would be just as fun. Maybe try Ned rigging? I was really into fly fishing when I lived there so that’s all I tried. But there were tons of fish in the river. As for getting access via boats. Try a cheap paddleboard off of Amazon. Tie down a milk crate attached with some pvc tubes to hold the rods and gear. This will let you get in places that might have a public park on them, but no public boat launch. Just have to change your expectations and find ways to fish what is given to you.
