No, 3-port switch ICs are definitely available. The "2 PHY, 1 MII" setup makes them very usable when you want to add two network ports to an MCU with a single MII interface for redundancy, or when you want to build a voip desk phone you can daisy-chain between the PC and the single upstream network port, and adding your own PHY to the MII port also lets it do double-duty as a proper switch!
