I have the exactly same problem with thighs and hips. I thought that I become a bit fat so I lose weight but thighs and a$$ are still... bigger. Try classic of classics, Wrangler 13mwz. They're called slim cowboy cut so I was worried but they exceeded all my expectations. Maybe add 1-2" in waist so they'll have more room in hips and thighs.
