Often the HDMI signal is not strong enough to use a passive splitter. I've tried all sorts of things to get it to work but its always intermittent. An active splitter solved that for me. This one specifically:https://a.co/d/0exfX7DP

First of all, sorry for the very late reply, it’s been about 6 months, my bad 😅 Regarding the issue, I actually solved it by using an EDID emulator. That way, I can force the device to consistently output 4K, and it prevents the resolution fallback problem when the devices power cycle. This is the one I’m using:https://www.amazon.com/SP12H2-4K-HDMI-Splitter-HDCP2-2/dp/B07VP37KMB Also, what I’m doing is sending a 4K signal from the Apple TV and then downscaling it to 1080p. Because the source is still 4K, the image looks much sharper and cleaner compared to native 1080p output, it’s like getting a higher-quality 1080p image. Since using this setup, the Apple TV always sees a proper 4K display, the EDID handshake issues are gone, and I get a very sharp image without the halo problems. Hope this helps!
