I found, last time I cosplayed a drow, so I was painted purple, now granted this was NC in May, not Atlanta in Summer, but inside the convention center, a pair of skin tight gloves aren't so bad, even in hot weather. So if it's an indoor con you can also go the route of gloves and just take em off when you go outside or need your hands clear for a minute. Personally I tried sewing thin tights into armsocks and *hated* it and couldn't get good results, I just wasted a few pairs of tights, but you're probably better at sewing than me if you have any sewing experience, I suck at sewing. Also a con of armsocks is, you either have to hide a zipper somewhere around the wrist or you can't take them off without taking your shirt off. That's not to say don't use armsocks, I just wanted to mention my experience on the matter. I use these cheapo Amazon ones because I don't have WLC money, they run pretty small, if you're on the bigger side they may not work well for you. And for my neck/chest I just painted w Mehron and sealed it well. Reviews say they match red Mehron but don't say specific product line or shade. Only thing is, looking up pictures of the character you mentioned, I do worry you'd end up with a possible visible seam between glove and upper body paint with the glove route, since your sleeves probably won't quite cover the top of the glove, but I still say, consider it as an option. Also for mine I added fake nails on them to make them more realistic.
