In addition to other posts above, quick answer is that there was a short window where foreign climbers could get in and climb it relatively safely, hence some of the trips linked above - but that window has basically closed. Access was often through Tajikistan and conflicts in its southern region are one reason access into Afghanistan from there is unpredictable/dangerous/impossible/sketchy. Taliban-related threats started to creep north into the Wakhan, where they had not been an immediate danger previously. Obviously this may change. Prior to all this, in the 1960s and 70s it was a major mountaineering destination, closer to Europe and more open than Pakistan/Nepal and with often better weather.
