Assuming this falls at least to your ankles, yes this is fine for formal. Garden is a theme rather than a dress code. I think it’s lovely. As far as shoes go, if you don’t know what sort of terrain it will be. Meaning grass, gravel, flagstone or flat concrete I’d wear flats or chunky heels so you don’t get stuck or turn an ankle with spike or kitten heels. Of go for ballet flats or sandals in dark green if you can match it, silver if you can’t, with a bag to match. If you prefer heels I’d consider taking a pair of flats just in case. If you can afford them, Tieks makes. Ballet flats in a wide range of colors and they are durable, but they run $200-300 USD. Nordstrom always has ballet flats.
