Your budget allows for a very nice PC. For the CPU I picked the 9800X3D which is one of the best gaming CPUs. The only CPU that's better is the 9850X3D, but it's only by a few frames and simply isn't worth it for the price difference. For RAM, there's not much to it, it's just the cheapest 32gb kit with decent speed + latency, and it just so happens to be RGB, so it fits nicely with the aesthetics. I opted for two SSDs since this is an editing PC. There's a 2TB gen 4 drive that will serve as the boot drive as well as the game drive. In addition to that there's also a 4TB gen 5 drive to serve as a dedicated editing drive. Also it's worth noting that the motherboard only has one gen 5 NVMe slot, so it's important that the editing drive goes in there. Conveniently the slots are numbered on the heatsink, so make sure that the editing drive goes into slot 1, boot/game drive goes into slot 2. Do not use slot 3 since that's connected to the chipset, not directly to the CPU. The GPU I picked is the RTX 5080. There's absolutely no chance of fitting a 5090 into the budget since the cost of getting just a 5090 is the same as the budget for the entire PC, and frankly, I don't think it's worth spending that much anyway. Also if you want you could optionally get a vertical GPU bracket. The case is a dual chamber fish tank, and the fans are all matching. The fans come separately from the case, and I've labelled where each one needs to go and what direction it is. For the power supply, I opted for the Lian Li Edge since it's a really good option for dual chamber cases, and it also comes with braided cables for a nice aesthetic without the need for cable extensions or custom cables. It's also platinum rated which will help to reduce noise, and it's none other than Tier A on the PSU Tier List. And after all of that there's still cash left in the budget for two oled monitors, so I threw them into the parts list.
