Are you using a gel? I ordered a (supposed) high-quality device (Dr Althea CARA) and it came with some gel. The price to get more gel was absolutely outrageous. I use this and I love it. And it’s cheap. You have to really put it on thick and that helps alleviate the pain of the zapping.
