Do NOT disassemble the shifter. You need to pull the inner cable out from the shifter, then cut the errant housing strands so they’re even with the housing, then reinstall the inner cable. But once you pull the inner cable out, you’ll have a heckuva time getting it back in, due to the end fraying and creased bends. So I would replace the inner shifter cable. I’d probably replace the shifter housing as well, while I was at it. You need good bike housing clippers to do it well.
