Hi! I would reccomend that whoever is going to take care of the tank; to read about the nitrogen cycle and how to do a fish in cycle in this case. The heater and filter are absolutely necessary. See below for a link to the sponge filter. Get bacteria starter culture like seachem stability and water dechlorinator like seachem prime. Partial water changes of up to 50% the total water volume will need to be made the first weeks almost every other day; ideally via dripping (see link below) . Get an api freshwater master test kit to test for ammonia and Nitrites regularly. Good luck OP Water change via dripping to reduce stress to the fish sponge filters are affordable and great for bettas; it requires a small air pump

Bettas are not as tough as they used to be due to inbreeding; so whatever frame of reference your employer is using it's out of date. Cycle the tank before the fish. For a 5.5g filter, the AQUANEAT Air Powered Sponge fits because the valve lets you slow flow. Add an air pump, heater and thermometer, liquid test kit, and hardy anubias or java fern. Skip fish tankmates in that size.
