An interesting thought here is that there are a few powerstrip models with individual-plug power monitoring. TP-Link Tapo sells one - https://www.amazon.com/Tapo-Smart-Wi-Fi-Power-Strip/dp/B0F5LNYTR7/ - but I'm not really sure how many of the powerstrips-with-monitoring actually do it per outlet let alone integrate directly with HA. You could also use short cable extenders (example: https://www.amazon.com/Listed-Miady-Short-Extension-Outlet/dp/B07H9MCTGL/ ) to put individual smart plugs on if you wanted to...but I'll also fully admit that this would be... messy, heh.
