I posted this in another guys thread about the same situation "I TIG weld up threads like this weekly on all types of various random parts WAY more fucked off then what you have going on there so the Machinists I work with (different Unions, I'm a Welder) can turn them back down to original thread and spec, this is easy work for a good Welder with a TIG machine that knows how to control his heat and the overall temp. That being said, if I was you I'd start by trying rethreading it with a "rethreading die" it's a pretty low cost procedure that is also very easy to perform. It's not as aggressive as a standard cutting die, it doesn't really cut threads like a cutting tap or die does it really just takes the existing crest of the threads that may be smashed flat, bent over or have excess material (weld) and aligns them properly and removes any excess metal, same with the root of the threading, it cleans the grooves out back to proper depth and spec. order a 1/2"-28 Threading Alignment Tool (TAT) The TAT is a small metal guide rod. One end slides perfectly snug inside your 5.56/.223 bore, and the other end holds the die perfectly square to the barrel. This guarantees the tool tracks perfectly straight down the barrel rather than cutting new, crooked threads.
