Use packing tape on any vertical surface to prevent the bugs from climbing up. They cant climb slippery surfaces, so literally just smooth clear tape with do it. And cover up any areas in the bed where they can hide. Also he should buy diamataceous earth. You also do not need to toss your mattress and boxspring. Just spray with something, I think a water/alcohol mixture is good, the cover both with matress protectors. And yes, get the landlord to call extermintors. But he can probably proof the bed and get some sleep in the meantime.
