For the most part it runs 4k at locked 60fps on my 7640HS MiniPC. Im using dolphin-emu to play the 2-disc iso set from Internet Archive. I didn't know you were talking about a Metal Gear game. But then I've never played any of them. I noticed in the first mission, when I enter and exit that first pool of water, the game would slow down to 30fps for a brief moment (I had the FPS overlay enabled), but went back to 60fps. I tried lowering the res to native (640x528), but it didn't make a difference, same slow down, so that brief slow down was probably a game/emulator specific bug. What's your budget? Second option would be to buy a prebuilt minipc for like $350 (https://www.amazon.com/GMKtec-Upgraded-Computers-M6-Ultra/dp/B0FLDC98GC) and use it as a thin client to stream into your office. The minipc is like 1/3 the size of the steam machine. That plus the 9060xt would be about half the price of the steam machine. The minipc wouldn't be as powerful as the steam machine, but it should be good enough to run some indie games or older games. All really depends on your networking setup. Ethernet is king for streaming. If you have spare ram/ssd you can throw in a minipc like that it could save you some money as well.
