Sorry. I appreciate the help. For me, I haven't seen those adjustments on my OLEDs. Which is where the issue is. Not a monitor. This is the wrong avenue. Its gonna be some setting I have to apply at boot or login that sets the resolution and overscan like you can in desktop mode. Or, maybe, open to ideas, my cable. Desktop mode. Display Configuration EDIT: So doing more digging into the TV settings I did finally find a setting called "Just Scan" which was set to on. So I turned it off. Nothing. Back on, BOOM overscan pulls in. Stayed persistent after 2 reboots so here's hoping. I'm gonna leave things up as-is for other folks. Thanx for the prodding Tim.
