I highly recommend buying a small personal fan for situations like this. I have two of these Honeywell HTF090B Turbo Personal Fan. One is permanently at my work desk, and another I carry in my bag whenever I'm on the go. Whether it's the train, a bus, a plane or just a warm room, this thing is amazing. This one plugs into a USB-A/wall charger and also takes two AA batteries when you need it portable. Obviously there are many options to choose from besides this one.
