It could probably handle brushless but parts for TL-01s are getting expensive since it's been out of production for a while and going fast just means more broken parts. I tend to try to keep these vintage cars on brushed power. They're still decently quick, just not the 80mph missiles that're being put out today. I'd start by upgrade the ESC with a Hobbywing 1060 or 1080 Tamiya is actually giving away rebadged Hobbywing 1060s with their kits now. They're great ESCs. These are both very good modern brushed ESCs and they have built-in voltage cutoffs for lipo packs. Motor, something like this Reedy 16T would be more than enough to get that car scooting real good. Do you still have the pinion? Remember Tamiya pinions use a somewhat unique pitch of Mod 0.6, which is almost but not quite 48-pitch. For a more modern radio, there are a ton of choices. I just picked up one of these MEUS ME-10B radios and it's nothing short of amazing for the price. It has literally everything I could ever want, including mixes. And it comes with a 10-channel receiver.. The screen is fantastic and it even has a built-in game... Servo is your choice really. I'd honestly stick with the one that's in it until you break it. There's nothing wrong with old servos. Lastly, for a battery, you want a 2S pack that's in the NiCD/NiMH stick pack formfactor, and those can be kind of a challenge to find. I run these packs right here in basically all of my vintage cars that require a NiMH/NiCD stick pack formfactor and they've been great to me for years. I have a lot of them at this point and they've never let me down. As for tires for the car, there's lots of options out there. Amazon will spoil you for 1.9" wheels with offroad tires. These ones right here like they'd be a great fit for the car. look Get her going again! It'll be a ton of fun.
