Even though this far down the pike you have no empathy for your neighbors (lack of sleep compounds that!), you need something to break the vicious cycle. You snore them awake then they stomp you awake. Nobody wins. Putting more layers of sound deadening insulation between you and them is expensive/impractical for a room or apt. But I was thinking about how travelers describe being so well rested in those sleep pods (also impractically expensive to own). And about sound proof booths (think on their side with your bed inside.) Basically a flat top canopy bed with insulated sides, top, floor and doorway. As plain and basic as you want to make it with quality sleep the goal and esthetics secondary. Seems like someone local with experienced interior carpentry skills in consultation with someone who knows acoustics could put together a less expensive box with insulated surfaces. Would need to plan for ventilation. You would have your own more soundproof fort, adult style, and layers of soundproofing between you and the sleep invaders upstairs. Just a thought.
