A thought, I know you are looking at potentially running the charging cable along the ground with an ADA Cover; but have you considered getting a Cable Arm? You could mount the cable arm to the top of your light post, and then have it swing out over the sidewalk. This would remove the tripping hazard entirely, as well as still allow the municipality access to the sidewalk for routine maintenance or cleaning.
