What kind of suet feeder do you have? They're so large that sometimes they can't use the small cages or smaller feeders comfortably. I have one with a long tail brace (this one: https://www.amazon.com/dp/B001QEUEVE) and get visits from Pileated woodpeckers pretty regularly.
