The USB port isn't for charging (not enough current available), it is an input for a memory stick with MP3 files and maybe a phone but remember it's 2013 technology so may not support newer phones and apps. I use one of these with the aux port- https://www.amazon.com/dp/B0BG5B33GS?th=1 Works great and the pass-through charging means one cable to plug into the phone for streaming and power. The external audio DAC gives much better sound quality than Bluetooth.

I use one of these in my '13 R60 for streaming with the aux port on the factory system. The audio quality is superior to Bluetooth and it also has pass-through charging so I only need to plug one cable into the phone- https://www.amazon.com/dp/B0BG5B33GS

The Bluetooth is for hands-free phone only, it doesn't do streaming. I have no problem with the hands-free on my '13 R60 so you may have a compatibility issue between your car and phone or perhaps a hardware problem with the head unit. For streaming I use one of these connected to the aux port, it provides pass-through charging as well so I only have to connect one cable to the phone also the audio quality is far superior to BT even if it was available- https://www.amazon.com/dp/B0BG5B33GS?ref=ppx_yo2ov_dt_b_fed_asin_title&th=1 You can also replace the head unit with one of the Android-based ones that are available but quality varies on those and they do have their downsides.
