You’ll be able to hear the razor cutting hairs vs being at the wrong angle and not cutting anything. - Don’t put pressure on the razor, let the weight of the razor do the work. If you do add pressure you will nick yourself a lot. - Don’t tighten the skin, ie raise your chin to tighten the neck - I don’t know how you shave but do 2 passes at minimum. - go slow!
Yo as a man who also has sensitive skin and had all the problems you describe in the neck area when it comes to shaving, I found using a safety razor set up worked wayyy better for me than any of the 5 blade cartridge ones. I got this one, https://a.co/d/0alTtOHc, and use “sharp” brand razor blades - I got a sampler pack of brands and decided l liked that brand best - and my shaving irritation and ingrown hairs are basically all gone. I wish I had learned about them when I was younger tbh.
