They make these things and you can buy them at the Tractor Supply or order on online, it's an electric prod for use with cattle or pigs but it works just fine to get a dog to go away. OP go get your dog from the shelter what are you thinking. Get one of these things, and put in a report with the police, and tell the neighbors you've done that if they have anything to say. You would be better off to invest in an indoor potty spot for your dog and only walk them when the neighbors aren't there than leave them in a "shelter". Electric cattle prods aren't even expensive Indoor dog bathrooms are a bit more expensive but not crazy ....go get your dog and get this stuff, problems solved You have no idea that the next people to take your dog will be kinder or take better care of them and you have no reason to believe it. It would be one thing if you'd given your dog to someone you knew but rehoming to strangers through a shelter? That's a serious die roll.
