Transporting just one kid can be done on any e bike with a cargo rack that you mount something like a yepp seat to. There are really nice step through, upright position ebikes that are perfect for this. The only important thing is how much weight the rack can handle. You can go super budget with this, and invest in a better bike when the budget allows for it. Or get a trailer or the kid gets too big for the rear rack and you want to keep using the budget bike.
