I put my daughter into training underwear at 12 months and we wrapped up by 16. Tons of naked time happened then also. I found a fairly reasonable price option on Amazon in that small of a size. Tiny potty (Andrea Olson's brand) has them too but the cotton is not preshrunk and needs to be washed cold and line dried which is pretty dumb for an item intended to be drenched in pee and potentially poop.
