I think currently this is the best PC i can think of considering your budget. It should definitely be a lot better than the prebuilt if it had a $200 value a few years ago. https://pcpartpicker.com/list/FhVcxf (note the pc case in this list is just a placeholder) CPU + 16GB ram + Motherboard bundle from microcenter. The motherboard has Wi-Fi + Bluetooth and should having everything the average person would want. The CPU is great for gaming and solid in productivity. I'd like to include more memory but just a 16GB ram stick costs $200 right now so yeah can't do much about it. 500GB SSD. Storage costs also insane amounts as well. I really recommend transferring storage from your old build if you have no other plans for it to mitigate the low amount. RTX 5050 for the GPU. It's $190.99 for a refurbished one from best buy right now which is actually actually a good price. On ebay it sells for 240ish used when i checked completed sales on ebay and new it's $300. Other than this RTX 3050 6GB is basically the only other option unless you look at used graphic cards. The case is the Zalman CUBIX-G. It meets you size requirements, includes 3 fans and has a low price. The fans are FRGB (fixed RGB) so you can't change the colour or even turn them off but there aren't really any other options that let you stay within budget. 550W PSU from MSI. It has a 5 year warranty and i use the 650W version is my PC for over 2 years and i think it's pretty good personally. Let me know if you have any questions and i really do recommend that RTX 5050 it's really hard to find a decently priced GPU atm. https://youtu.be/qObvSk_-8KY - Expected performance in random games. This does use a 7800X3D but it should be accurate still. If you really gotta go under 700 can go with a cooler that's a bit cheaper. https://pcpartpicker.com/list/Gg9Nzv
It's still cheaper to buy the above PC. the Sata drive is already irrelevant so not sure how it's important long term, 1 TB is more than enough storage for most people, 2 TB is what I generally see on higher end builds. https://pcpartpicker.com/list/8Kbh3R with this case: https://www.newegg.com/zalman-micro-atx-abs-steel-tempered-glass-cases-computer-cases-atx-form-black-cubix-g/p/2AM-0022-000R5?Item=9SIABW9KRR2622 Gets $835, and that's without Ram you can sell that 32 GB ram for about $300 and use your own ram and still come out way ahead.
