The lowest cost to me would be to get a bucket and a submersible pump. Find the lowest spot, maybe where you see the water start accumulating first, and dig a hole and drop the bucket in there. Then when it gets like this, drop the pump in there and pump it out to the street or driveway. Or, if handing a bucket/hold in the yard is a problem, get a drain basin with a grate that you can remove and drop the pump in and then put it back. The downside is you need to take action every time it gets flooded. You don't want to run the pump dry and I'm not sure if there are pumps that can detect when the water is out and stop so consider that. Ideally your basin is tied to pipes that are buried and drain somewhere but that's not for a renter to be doing and gets more expensive and needs planning and a review of local ordinances.
