I had a similar situation years ago with an ugly chain link separating a neighbor on one side while I waited for my arborvitaes to fill in. I'm in a rural area (no dreaded HOA) and after talking about lack of privacy for both of us I decided to erect temporary green privacy fabric on t-posts that extended 6 feet above the ground, I think they were 8-footers. The fabric looks similar to that cloth covering their greenhouse on the right. I did this in 20 foot sections so that it wasn't just one long sail and there was enough space between the posts (and at the bottom) for airflow. I used carabiner clip hooks to attach the grommets to the posts and on a wire I strung tightly between the posts. I did this so that on high wind events I could easily detach the fabric from the posts. Saved a lot of money over installing a fence and one continuous green fabric privacy fence with a nice level top line actually looked good behind my 4 foot tall arborvitaes. This privacy fabric was on the west side so that my emerald greens got full sun for the full day until sunset, super important they get full sun for most of the day. The t-posts were difficult to remove but it was absolutely worth it for the privacy. Maybe this will give you some ideas to noodle with, of course talk with your neighbor that it's nothing personal--we all just need our privacy.
