Maybe buildup the property around the edges so that the neighbors water stays over there then have all yours slope to a central point where it goes into a catch basin and a sump pump moves it to the road and makes it some else's problem preferably the citys. Hopefully your road slopes away from your property and goes down the road so you don't flood your neighbors that are close by.
