Mass surveillance is secondary. Autonomous decision making and communications military tech to protect against Chinese leapfrogging us is first priority. I don’t know why they’re allowing people to believe it’s just for mass surveillance, but I guess anything that foments citizens against each other 🤷 See: The Kill Chain
