We flew with our corgi last Christmas with Delta (2hr flight). But she's only 17lbs. Usually they have weight restrictions posted on the airline's website - they did weigh her at check in and the kennel to make sure she was under 20lbs. The website should also list the bag dimensions. There are some bags that are made to have pop out ends and sides so they can stretch out at the gate a bit or under the seat in front of you.Our vet prescribed her something for anxiety for the flight as she was a bit nervous at take off so it helped her quite a bit. It went smooth for us but we do have a more petite corgi than normal. 4 hours is a bit much for a dog to be on a plane in my opinion but i would always consult your vet.We had to get a certificate of health before we flew with her anyway, but they never ended up asking for it....It's really hit or miss with airline and flight staff. The bag will probably have to be squished down under the seat so make sure its sturdy enough to carry him but flexible enough to squish it down a bit.I was super anxious leading up to it but turned out to be pretty easy and the TSA staff loved it when we took her out to go through security! 25ish pound corgi here, 17 inches from neck to back. We used this crate and once we're up in the air I unzipped the front and open the sides a little bit so she can lay out completely. https://www.amazon.com/dp/B0D9NM91D2?ref=ppx_pop_mob_ap_share We've flown SW, Alaska, and JetBlue and no one ever gave us any troubles or checked to see if she can spin around. Most of them the kiosk agents just said "Aww how cute" but YMMV. Between those three, JetBlue was the most chill. Alaska agent in Hawaii had her suspicion but said "I just want to make sure she's comfortable". Sorry don't have any pictures of her in it though. But advice is to train your corgi to get comfortable with the crate. Made the mistake of first time not really doing that and she was panting and didn't really like it but tolerated but now she loves going in and will freely go in even if we leave it around the house. We also bring one of those small handheld fans and have it blowing air into the crate especially during taxi on the runway since the air isn't running. We feel her sweat when she gets out of the crate when we land if we don't have the fan.
