The best way to cut it is by wrapping it with tape and using a file or a grinder, dykes will flatten it and cause it to splay. I've soldered these things before but they're a bitch. I never got an iron, even the higher wattage soldering guns, to work but I've used a torch (on low) and a ton of acid flux. The cable soaks up all the heat. If you get it too hot, the metal will burn right away, or it becomes soft and weak like a wire in a bread twister. The real way to do it is with a solder pot, but I don't have one of those so it was a circus of me feeding solder onto a cable in a vise with most of it falling on the floor. I would practice on an old bike brake cable or something. There is a high chance you will ruin the first thing you try this on if you use the torch method. It may be cheaper and easier to buy a bag of ferrules and crimper. My local bicycle shop will crimp on a ferrule for free if I take the cable to them.
