Unfortunately not. But you basically just need a metric Allen key set. One larger Allen key will loosen the brake lever and a smaller one to loosen what looks like the voltage display/"ignition key" assembly - that will be a grub screw holding it in place. You won't really need to remove all the parts I previously mentioned, just loosen enough that you can unscrew the handle bar assembly while letting those two things free spin to get to the threads on the actual loose "pipe" portion. Once you unscrew it (lefty-loosey), you'll need some thread locker - this is a generic cheapo one but will work just as well as the brand name Loctite threadlocker for this purpose. Apply a few drops of preferably the red one and screw it back in and hand tighten the handlebar tube in place. Re-secure the two parts you loosened and you're essentially done - just let the threadlocker cure. Once it cures, it should be almost impossible to rotate the handlebar again without another tool for leverage to loosen it. This will not affect the ability to do repairs to critical parts in the future, just keep the handlebar from spinning. It's an easy fix using fairly cheap tools, just make sure you PROPERLY seat the Allen key into the screws, otherwise it may round out then you'll have other issues.
