I use these bowls https://www.amazon.com/dp/B0BRXBDZ8Z?ref_=ppx_hzsearch_conn_dt_b_fed_asin_title_5&th=1 I feed in crate with a slow feeder so I just use one side of this setup for her water. When I was giving her water with her kibble I would pour a good amount of water covering the kibble in her food bowl. Our girl is food motivated so she had no issues drinking the water to get the kibble. Sometimes after activities if she isn't going to drink, I will just go tap the water bowl and say "drink water" and that works sometimes. You could also try one of those travel bowls. Sometimes our dog will drink out of a metal bowl when we are somewhere that has one, sometimes she won't but she will drink out of a travel bowl. Would just keep trying more things until something works. One thing I just thought of, is it possible the rescue had elevated the metal bowls and yours are on the ground? Dogs are weird about bowls and especially bowl sounds so if your bowl is making different noises than the rescue, it might be scaring him.
