Does the noise happen if you just lift the wheel and spin it? If so it is almost certainly the brakes being misaligned. I would still re-torque the axle as I mentioned just to rule that out, because even if it's the brakes, it's good to make sure the axle is set correctly before adjusting the brakes. If messing with the axle doesn't work, then I agree that loosening the calipers and centering them is the next step. Be warned that this requires some patience - getting the rotor centered can be frustrating. I found the easiest way to do it is to get a brake pad centering tool (a small shim-like thing that fits over the rotor, like this: https://www.amazon.com/Dymoece-Bicycle-Adjustment-Alignment-Regulator/dp/B081SVNMTL ) And squeeze the brakes while tightening the caliper bolts, so they stay centered over the rotor.
