Alright so here's what I've come up with, It's not ddr5 but ddr4 is far from being sluggish in current day of age, I've kept it black and white, cuz personally I find that style cool. it's slightly over 1500, but you can remove either the monitor if u have one or the 4tb HDD to save money 🤷 https://pcpartpicker.com/list/yNH9Cw https://a.co/d/06lcsxmf https://a.co/d/0ecXAm6x this'll play 1440p just fine, and run all your games, got you a 27inch 240hz 1440 monitor within the budget aswell. which will just feel buttery smooth for you, kept it small form factor, I abide by the ram I used in this and the cable extensions I listed from Amazon as I use / have used them both. If you feel you need am5 you can get less extras for the same price, but with this you'll be cruising through every game smoothly, on-top of the fact of you'll basically never run out of space and can download as many games as you like. personally I would keep clients, game stores, small stuff on the 1tb, and just download your games onto the 4tb, HDDs are still fine, yes they're a bit slower but the storage to speed ratio is worth the reduction when it comes to looking at the prices. as for an OS, I listed you some usb sticks, take a laptop and go to the direct windows site and install windows onto the usb drive, aswell as only have the OS on the one usb stick or all idc but ONLY windows on the stick if you're installing windows. once it's installed, plug the usb stick in on your desktops first bootup, (only the SSD should be plugged in, wait to plug the HDD in after you install windows), and the computer should auto choose the usb as a boot and start installing windows. plug in the HDD after it's installed and you're good to go, plenty of tutorials online. always look at online suggestions as to how you should manage the airflow in the case as it's more compact so it matters a lot more. if you have any questions I'm more then happy to help, and I hope you choose my build! if you want anything changed or want am5 just lmk.
