I've been using a set of OXO Good Grips Pepper Mills for red, white, and black pepper and cardamom and they've been great. I bought them in 2014 and they're still going strong.

OXO Good Grips Pepper Mill. Cheap and great at grinding peppercorns. https://www.amazon.com/dp/B003L0OOQM

This one is a good middle ground (heh). The long handle makes it a breeze to use; takes about 5 seconds to grind a tsp of pepper, and the little cover on the bottom also can be left on while grinding to catch it all for easy measurement. Oh and the short answer to the question above is BBQ rubs.
