I got mine in a pretty good working state using a combination of wheel chocks and buckle straps - for the straps (something like this, although this isn't the set I used: https://www.amazon.com/dp/B0CFVFWLCP?ref_=ppx_hzsearch_conn_dt_b_fed_asin_title_1&th=1), I used two straps, screwed one end each into the left and right side of the wheel base and tied with other ends to the arms on the chair with Davy knots (https://www.animatedknots.com/davy-knot). So in the end the wheel chocks stopped the chair from rolling and the straps stopped it from rotating. A bit of work to get in and out of the setup but it was very stable. The other disadvantage is that sometimes the straps did come untied from the chair because it turns out I kind of suck at knots. I eventually updated to an aluminum profile rig which was obviously better, but some cheap straps + chocks and a little DIY can save you some money on that for sure.
